The Council has now published its recommendation on proposals to introduce communal bins in Lansdowne Place and Square. It is to introduce the scheme, with a six month review period. You can find details below. Councillors on the Environment Committee on the 8th June will now make the final decision on implementing the scheme. Purpose of the report 1.1 To report the results of the consultation with residents in Lansdowne Place and Lansdowne Square on the introduction of communal bins for containing and collecting household refuse, and to approve the placement of containers. 2. Recommendations 2.1 That the Environment Committee approves the placement of communal bins to serve Lansdowne Place and Lansdowne Square, with a 6 month review of the operation and location of the containers to ensure the scheme is successful. 3. Information/background 2.1 The Environment Committee agreed on the 1 July 2004 that where residents had requested communal containers, officers could meet with residents groups and ward councillors so information about the scheme can be shared. 3.1 On the 17th March 2005 Environment Committee agreed to formal consultation with residents on the application of communal bins in Lansdowne Place and Lansdowne Square. 4. The consultation process and results 4.1 A public exhibition was held for residents of Lansdowne Place. In addition, several meetings have been held with the Lansdowne Area Residents Association and discussions are on going. 4.3 In May 2005 all households were written to, to explain the proposals. The letters enclosed a map showing the proposed locations of the containers and a comments form with a prepaid envelope to present their views and return to the council 4.4 Ward councillors were briefed on and reviewed the letters before they were issued. 4.5 A summary of the results of the consultation are enclosed below. This includes comments from the public meetings, comments returned following the issue of the letter and map of proposed locations to each household. Total percentage of households which expressed a view 12% Percentage Neutral/No Comment 4% Percentage Positive Response 66% Percentage Negative Response 30% 4.6 A recent survey has been conducted by ward councillors. The results of this have been reported as follows: • 52 residents favouring communal bins • 44 against communal bins • 4 unsure 4.7 On the 8th March 2006, the Brunswick and Adelaide Neighbourhood Forum passed a motion stating "This meeting supports Lansdowne Residents' Association in their rejection of the imposition of communal bins in Lansdowne Place." This meeting was attended by 28 residents from across the neighbourhood area.
